Sussex County’s inland bay communities have become a hotbed of home development in the past decade, fueling Delaware’s growth statewide. But among new subdivisions, manufactured home communities remain a legacy of the area’s modest past.

The majority of Delaware’s 41,000 manufactured homes are in Sussex County, Allen said.

Owning one and renting the land on which it sits gives working-class people an affordable way to live on a piece of waterfront property, she said.

“You can rent a lot and then own a home on the lot and your mortgage is 600 to 700 bucks and that includes the rent, she said.

Hometown America, one of the nation’s largest owners of manufactured home properties, in July claimed victory in Delaware court following a dispute with state attorneys who alleged the company was pressuring tenants to give up their rights to negotiate rents.

On the heels of its victory, residents of a picturesque waterfront community on Rehoboth Bay now say the company has unleashed burdensome, double-digit, rent-rate increases for a second straight year.

The rent is “probably the highest it has ever been for any park in Delaware,” said John Iacona, an 8-year resident of the community that lies on a peninsula at the north end of Rehoboth Bay. Everyone is up in turmoil over all this. Theres a lot of anger over this, some hostility.”

Iacona argues the mostly retired community members, who own their homes but rent the land on which they sit, simply can not afford what he says amounts to a nearly $100 monthly increase.

Hometown America, which rents land to manufactured homeowners in three Delaware communities, did not respond to multiple requests for comment.

Its Greenville-based attorney said in an email, “the arbitration for rent justification is a private arbitration and will not be discussed with you or anyone other than the affected homeowners.”

“No one other than affected homeowners may participate in the arbitration,” he said.

Iacona counters the repairs simply are regular maintenance.
